スノーデン氏の声明全文 ウィキリークス公表

内部告発サイト「ウィキリークス」は1日、米国の情報機関による世界的な盗聴活動の詳細を暴露したとして国防関連情報漏洩などの容疑で米検察当局に 訴追されたエドワード・スノーデン氏の声明を公表した。同氏は、現在モスクワ空港の国際線乗り継ぎエリアにとどまっているとみられており、ロシアに亡命を 申請している。声明全文は以下の通り。

　「私は1週間前に、真実を明らかにしたことで、自分の自由と安全が脅威にさらされているのが明確になったため香港を離れた。私が引き続き自由でい られるのは、新旧の友人や家族、さらには私がまだ会ったことがなく、おそらく今後も会うことはないと思われる人々の努力のおかげである。私は、彼らを信頼 し自分の生命を委ねており、彼らは私の信頼に対し私への信頼で応えており、私は感謝の気持ちを決して忘れないだろう。

　オバマ大統領は木曜日（6月27日）に、私の事案について外交的な『策を弄する』ことは許さないと世界に向けて宣言した。ところがそう約束した後 に副大統領に対し、私が保護を要請した各国の首脳に対し、私の亡命申請を拒否するよう圧力を掛けることを指示したと報じられている。

　世界的なリーダーがこうしたごまかしをするのは正義ではない。亡命を超法規的に罰することも正義ではない。これらは、古く拙劣な政治的攻撃の手法である。彼らの狙いは、私ではなく、私に続く人々を怯えさせることである。

　米国は何十年にもわたって、政治亡命の申請に対しては人権を最も強く擁護する国の一つとして対応してきた。残念なことに、米国が提示し採択した世 界人権宣言第14条にうたわれたこの権利は、今や私の国の現政権により拒否されている。オバマ政権は、市民権を武器として利用する戦略を採用した。私は何 の有罪判決も受けていないのに、一方的に旅券を無効にされ、無国籍の状態に置かれている。オバマ政権は、司法による何の命令もないのに、誰もが持っている 基本的な権利、すなわち政治亡命を求める権利を私が行使するのを阻止しようとしている。

　結局のところ、オバマ政権は私やブラッドリー・マニング、トーマス・ドレークのような告発者を恐れているのではない。私たちは国籍がなくなった り、収監されたり、無力な状態に置かれたりしている。オバマ政権は、あなた方を恐れているのだ。オバマ政権は、情報に通じた怒れる国民が、約束された―そ して約束されていることが当然の―憲法に基づく統治を要求するのを恐れているのだ。

One week ago I left Hong Kong after it became clear that my freedom and safety were under threat for revealing the truth. My continued liberty has been owed to the efforts of friends new and old, family, and others who I have never met and probably never will. I trusted them with my life and they returned that trust with a faith in me for which I will always be thankful.

On Thursday, President Obama declared before the world that he would not permit any diplomatic "wheeling and dealing" over my case. Yet now it is being reported that after promising not to do so, the President ordered his Vice President to pressure the leaders of nations from which I have requested protection to deny my asylum petitions.

This kind of deception from a world leader is not justice, and neither is the extralegal penalty of exile. These are the old, bad tools of political aggression. Their purpose is to frighten, not me, but those who would come after me.

For decades the United States of America have been one of the strongest defenders of the human right to seek asylum. Sadly, this right, laid out and voted for by the U.S. in Article 14 of the Universal Declaration of Human Rights, is now being rejected by the current government of my country. The Obama administration has now adopted the strategy of using citizenship as a weapon. Although I am convicted of nothing, it has unilaterally revoked my passport, leaving me a stateless person. Without any judicial order, the administration now seeks to stop me exercising a basic right. A right that belongs to everybody. The right to seek asylum.

In the end the Obama administration is not afraid of whistleblowers like me, Bradley Manning or Thomas Drake. We are stateless, imprisoned, or powerless. No, the Obama administration is afraid of you. It is afraid of an informed, angry public demanding the constitutional government it was promised — and it should be.

I am unbowed in my convictions and impressed at the efforts taken by so many.
